Invitation For Bid/Request For Proposal: RFP 25-012 - Powder Springs Park, Phase 2
The City of Powder Springs will be seeking qualified, experienced, and licensed contractors with demonstrated skills and experience in providing construction services for the renovation of the restroom building, the addition of a new parking lot, the construction of a new dog park, and all other work necessary for the completion of the project. This proposal shall also include all materials, labor, equipment, and miscellaneous related items to complete this project in accordance with the terms of the Request for Proposal (“RFP”), any resulting contract, and the construction documents/specifications prepared by Croy Engineering, L.L.C. for the City of Powder Springs.
This Proposal shall be opened at 10 a.m. Friday, Sept. 26, 2025, at the City of Powder Springs Municipal Complex, 4483 Pineview Drive, Powder Springs, GA 30127. All proposals must be submitted for consideration prior to 10 a.m. Friday, Sept. 26, 2025.
Any inquiries, suggestions, or requests concerning interpretation, clarification, or additional information pertaining to the Proposal shall be made in writing to Roy Acree of Croy Engineering, L.L.C., 200 North Cobb Parkway, Building 400, Suite 413, Marietta, GA, 30062 at 770-971-5407 or by email at racree@croyeng.com. Such requests shall be in writing and shall be made on or before 5 p.m. Wednesday, Sept. 17, 2025.
If any addenda are issued to this RFP, the City of Powder Springs shall post said addenda on the website, however, it shall be the responsibility of each Respondent prior to submitting their Proposal to review the website or contact the Program Manager to determine if any addenda were issued and to make sure such addendum is a part of their Proposal.

The City of Powder Springs is soliciting Statement of Qualifications (SOQs) from qualified firm(s) or organization(s) to examine the feasibility and provide design services related to the elimination of one or more railroad crossings within the city of Powder Springs and surrounding areas.

Request For Quote: Elevator Maintenance Service Agreement - RFP 25-010
The City of Powder Springs is seeking competitive sealed proposals from qualified elevator contractors to provide preventive maintenance, inspections, repairs, and five-year load testing for all City-owned elevators, as well as 24/7 emergency entrapment-response and remote phone-monitoring services that meet all life-safety codes.
Four sealed proposals shall be received at the Administrative Services Department, 1114 Richard D. Sailors Parkway, Powder Springs, GA 30127, prior to noon EDT Friday, July 18, 2025. No proposals will be accepted after the noon deadline.

Request for Proposals: RFP for Redevelopment of DDA-Owned Properties - Downtown Development Authority | City of Powder Springs, Georgia
The Downtown Development Authority of Powder Springs invites qualified development teams to submit proposals for the purchase and redevelopment of multiple DDA-owned land parcels (outlined in red in Exhibit A) located in the heart of Downtown Powder Springs, Georgia. The selected development partner(s) will have the opportunity to deliver transformative projects that further enhance the vibrancy, livability, and economic strength of our city center.
The DDA seeks proposals that reflect high-quality urban design, embrace placemaking, and support active, pedestrian-oriented uses. The available properties include parcels along Jackson Way Extension, Marietta Street, and Murray Avenue—each offering unique opportunities for mixed-use development, retail, dining, housing, and public-private partnerships.

Request for Proposals: RFP 25-008 - ADA Corrections Project
This project encompasses accessibility improvements at various City-owned facilities. The purpose of this project is to remedy non-compliant or outdated accessibility features in accordance with the Americans with Disabilities Act (ADA). The work will be performed at the sites and addresses specified in the attached CDBG SOW Project List, ensuring the City meets ADA standards and the requirements of the Cobb County Community Development Block Grant (CDBG) program.

Request for Proposals: RFP 25-009 - Janitorial Service
The City of Powder Springs (the “City”) invites sealed proposals from qualified janitorial service providers to deliver routine cleaning, periodic deep cleaning, and on‑call services at designated municipal facilities. Proposers must meet or exceed the requirements of this RFP and submit proposals by May 16, 2025 at noon EDT.

Request for Proposals: RFP 25-003 - Police Department Cosmetic Paint & Carpet Updates (Proposal deadline extended to noon on March 7, 2025)
The City of Powder Springs (hereinafter referred to as "the City") is seeking proposals from qualified contractors for cosmetic updates at the Police Department building located at 1114 Richard D Sailors Parkway, Powder Springs, GA 30127. The scope of work includes the removal and replacement of carpet in common areas and the training room, as well as painting of common area hallways and selected interior offices. This project requires careful coordination to ensure minimal disruption to Police Department operations.
A mandatory site visit will be held at the Police Department building on Feb. 18, 2025, at 9 a.m. The site visit will start promptly at 9 a.m. and will take place in a secured area. Please note that anyone arriving after 9:05 a.m. will not be allowed entry and will not be permitted to bid on the project.

The City of Powder Springs, Ga., is seeking competitive sealed proposals from qualified consulting firms for the purpose of establishing a contract to develop a feasibility study for the repurposing of two key city properties.

Request for Proposals: RFP 24-007 - Municipal Separate Storm Sewer System Phase I Stormwater Management Plan (Proposal deadline was Aug. 23, 2024)
The City of Powder Springs is soliciting proposals from firms, or teams of firms, to revise and update the City’s Storm Water Management Plan (SWMP) pursuant to the terms of the National Pollutant Discharge Elimination System (NPDES) permit . The SWMP will be a guideline document that the City will use to meet current NPDES Phase I MS4 permit requirements. The SWMP constitutes Phase One of the project, which shall be completed by Nov. 20, 2024. Phase Two of the project will include the preparation of draft ordinances, comprehensive plan amendments or other documents needed to facilitate implementation of the plan, which shall be completed by March 30, 2025.
